Philippine passport renewal and overstay in the US

Hello guys. I am here to help my friend who's been staying here for no valid visa and her passport will gonna expire soon. My question is how she will gonna renew her Philippine passport here in the United States? or is she  allowed to renew it even though she doesn't have any valid  papers?

She can renew. I'm not sure if they are having the mobile consulate during the China Flu shut downs so she might have to visit a local consulate. Check you state PI consulate and see if they are operating the mobile. Very convenient .
