I checked the USCIS Website and I got the below stated  information for I-130 Processing times.  I filed my I-130 online on March 12th 2020 and not yet received any information.  There are a few members in the website who have received I-130 approval applying after me .  I do not understand "Process cases in order they receive" .

My Question is

1. Is it also based on the complexity of the case Eg. Previous divorces ? etc

2. SInce some people have gotten the approval applying after me , mine  could be in Progress and may be a bit complex and taking additional time?

This time range is how long it is taking USCIS to process your case from the date we received it. We generally process cases in the order we receive them, and we will update this page each month. It takes 7-9 months to process at potomac(current time).

A lot of people are still waiting from October 2019 and previous, the few approvals on 2020 might be due expedite requests.
This is a long waiting game ;)

March 12th 2020? You should have received a NOA1 by now, especially given you filed online. However, it is well short of the typical timeframe for an approval. Four months for an I-130 is not the norm...7-9 months is the last I saw, and possibly longer now. Almost any approvals you have seen would have been expedites.

According to USCIS (https://egov.uscis.gov/processing-times/), cases with a notice date of Oct. 12th 2019 or earlier are considered out of normal processing time .

No doubt complexity can add some time, but this could be a matter of minutes for an IO to check for certain evidence being included, or it can take weeks or months to verify documents and such. There is no fixed answer. Background checks and what IO get assigned to your case tend to be the biggest differentiators.

I just wanted to add...

Often a good way to visualize it is a massive grocery store with hundreds of checkout lanes. Some will be faster than yours. Some will be slower. Sometimes somebody in front of you needs a price check. Sometimes they are trying to find exact change.

It's not that the grocery store is really doing people out of order, just that you're in a different lane and it can happen that somebody else's lane is currently going faster.
