You know you could always send the form anyway and see what happens. It doesn’t cost anything but a postage stamp.
Or fax it to 855-821-0094.  Then if you get it...great. 

I sent it already, its always good to hear from other people's experiences to know at least something while we wait. thank you!

Hi, I was able to get through to someone on the IRS international helpline and requested my transcripts over the phone. This was just under two weeks ago. The transcripts are being mailed to my UK address and they that might take around 4 weeks, so I'm sitting tight!

really? that's good news!!!

I will wait a couple of weeks for the transcript I requested with the form, if I don't get it by then I will call them.

I'm afraid I have some bad news. So I decided to call the IRS number again today to see whether my transcript had been mailed out after I requested it a couple of weeks ago. I was informed that the office that does this is still closed (despite being told that they had reopened a couple of weeks ago). The representative I spoke to on the phone said that she was unsure as to when transcripts were going to be mailed out again because IRS staff are being brought back to work in phases. I asked if there was any other way for me to obtain my transcripts (e.g. fax) but, unfortunately, there are absolutely not allowed to do this anymore. Furthermore, if you file from a foreign address the IRS website doesn't let you register and download your transcripts online. Frustrating.

Bummer. I'm sorry, that's really annoying. I guess the right hand doesn't know what the left hand is doing...   But at least you can say that, you can say that you tried everything to get them and that the IRS told you it was not possible due to COVID.
