We are processing CR1 and finally on the last step. My wife has her interview date in Manila. (canceled due to COVID) Last week the Embassy sent us an odd request. They are requesting a Certificate called CENOMAR. They will run your name through the Philippines National Registry and check if you're eligible to get married. CENOMAR stands for CE-Certificate NO-NO Mar-Marriage, Certificate of No Marriage. We had to do this in order to get married. The problem is that the Embassy is requesting the copy that has been issued in the past 12 months. We have been married longer than 12 months. According to the Embassy ours is expired. Now how do they expect my wife to show up in the National Indices as unmarried over the past 12 months? This is insane. How are we supposed to remedy this? The CENOMAR issuing office does not issue a letter of explanation nor will they give her a CENOMAR.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You can always send it your statement stating why you can't obtain it. Good luck.

You request a CENOMAR and they will issue a CEMAR.   Embassy will accept.

With PSA you always put in a request for a CENOMAR, if married PSA will then issue the CEMAR .. .this is normal and the CEMAR is what the embassy wants.   Don't get hung up on the CENOMAR thing .. for married people it will always be a CEMAR.     Send in the CEMAR you will be fine.

Ok thanks. Your probably right. I just got confused because we uploaded the CEMAR in ceac 2 months ago with our affidavit of support. So I was worried they are requesting it a second time. They already have it.

I appreciate everyones comments and sharing the experiences they have had. It's good info.

What you sent to NVC has nothing to do with the embassy.   You will be sending duplicates to the embassy for some of them.    The CEMAR is a must have for the embassy

 

Here is a guide to the visa process, there is a link to the embassy 5 STEPS under the REQUIRED DOCUMENTS tab.   You must have all the documents that are listed in the 5th step.
