Pursuing a Canadian Visa

I have a friend who’s mother became a Canadian Permanent Resident through marriage. He submitted a request for a Canadian Tourist Visa to go see her. However, it was denied. 
 

When he submitted the Tourist Visa application, he had a certified invitation letter plus proof of a job and funds to pay the trip. 

He’s 23 years old at the time, still has a stable job and funds to afford the process and travel.
 

He would like to apply once more, what are your recommendations?  

 

Btw, he’s applying from the Dominican Republic, which means that there isn’t a Consulate. The application package goes to a Mexico Centre.

Since you don’t get to meet with a consulate official, they send you back a standard letter that has a breakdown of the possible reasons.

such as? This is an american visa forum so people are more familiar with the standard american rejection reasons

Maybe he should travel more before applying again. How long was his intended trip? 

It was going to be a one week trip. And order to travel, he needs a visa.

This website is for US immigration and visas not Canada. There are websites and forums that deal with Canadian Immigration and visas.

My bad. I wasn’t aware that it was limited to US  immigration only. Can you recommend me one ?
