Can other people than petitioner give the AOS

Hi Guys, 

 

Its have been long time since I finalized all process regarding immigration that I posted something here. :)

OK. Now it is for a friend. Here it's her story 
Her daughter petitioned her, but she doesn't want to give her the Affidavit. (My friend has paying for everything, her daughter only signed the petition) 
A couple days ago she receive an email from NVC saying her case was approved for a visa, but she needs to file for affidavit and DS-260.
my question is: Can I give AOS to my friend without her daughter? or her daughter needs to give the AOS alone? or Can I give the AOS as co-signer but needs her daughter's signed and documents?
In the info that NVC sent her shows the daughter's name to AOS

Please, any advice is going to be appreciated. Thanks

Her daughter is the main sponsor since she petitioned for her. You could be a joint sponsor but there's no way around her daughter who'll always be the main sponsor.

exactly,  her daughter is the petitioner and main sponsor, she is the one that has to show the government that her mom won't become a public charge

 

she can have a joint sponsor if she doesn't make enough or use her assets if she has them.

 

no affidavit from daughter, no green card. the petition stops there
