I haven't file it yet, it's won't be until the Feb 12 to be able to submit, and yes I wouldn't have complete the form without reading those instruction and thank you so much

Yes, processing time is different when the petitioner is a legal permanent resident. You can find the times here: https://egov.uscis.gov/processing-times/

 

There was actually a ban on LPR family visas from being issued, so there is a bit of a backlog (I'm not sure about the details and if the ban ended/was extended till March). You will have to do some further research yourself as to how long it's currently taking as the USCIS website I linked isn't very accurate. Good luck.
