SECOND RFE - Is this normal?!

Timeline

We filed in June, got our NOA 1 June 17th.

 

On September 20th, the online portal updated to show we had received an RFE. The RFE letter never arrived and after around 2 weeks, we filed an e-request. We still did not receive the RFE letter and called our post office and they confirmed no letter had come through at all. We then called USCIS who transferred us to a level 2 representative, who finally said she could email the RFE letter to us. 

 

Our RFE required a passport photo of the Petitioner (which we had already included in the correct specifications in our package), so it must have been misplaced. We re-did the passport photos and sent them off. The portal updated to say they received our response to the RFE and we waited. We've now just checked the portal and it looks like we've received ANOTHER RFE. How on earth is this possible?! We were not asked to supply anything else other than the passport photo, which we technically had already supplied in the first place. Has this happened to anyone else?

Maybe u should try calling them again and see what's going on

Yes it can and does happen that a second RFE is generated. It's not normal as they like to send only one listing everything needed to satisfy the RFE. Have patience and abide by what they are asking for. You may want to call them again and speak to a tier 2 to verify indeed this is a "second" RFE.
