Hearing conflicting views from people here and really want to thank all for their inputs...

Can someone still confirm though that if we took PCC in Jan'18 which was valid for an year but left that country before PCC expired , then do we need a fresh PCC for immigrating to the US ..

No.

You asked one question in the first post I responded to.  You asked if you could use the same one.  The answer is "yes".  Now, you are asking if you need a new one.  Still one question.  The answer is no.  I've already explained why.  You're not going to get a more definitive answer anywhere.

People in the post earlier said PCC is valid for 12 months from the date of issuance. So I did do the math based on responses

Not my response.  Consulates want PCC's issued within either 6 months of the interview or no longer than six months before leaving a country of previous residence.

My wife's PCC was 11 months old at interview, that would seem to be in conflict

YMMV

To expect requirements to be consistent at each interview is unrealistic.  One datapoint is of far less value in decision making than a consensus of best practices.

Information about obtaining police certificates from specific countries can be found on the U.S. State Department website: travel.state.gov. ... Police clearance letters are valid for 12 months from the date of issuance.

YMMV

Right up until a Consular Officer doesn't accept them and asks for a new one.  Caveat Emptor.

There are plenty of things the consular has discretion over,  validity period of the PCC is not one.

YMMV
