Who fills out the DS-160 Form

I get that. I mean do I fill it out for my fiancee and her daughter since I am the petitioner? or does my fiance go online and fill it out?

your fiancee and her daughter needs to have a separate ds-160 filled out.

 

yes,  you can help her fill it out. there's a section in the form that you need to fill out if you help her.

You are not applying for a visa.   The DS-160 is a visa application.  ;)

Other people can assist you with your visa application. Note that under U.S. law (22 C.F.R. 41.103) you must electronically sign and submit your own application unless you qualify for an exemption. Even if someone else helped you complete the application, you (the applicant) must click the “Sign Application” button, or your application may not be accepted.
