So I got my approval through USCIS and my case # was also given to me by phone through NVC. Who do I send the I 864 and affidavit of support documents to? NVC or US embassy Lebanon?

A k1 doesn't submit anything to NVC.  A k1 doesn't use the i864

YMMV

You might want to check the guides section here on VJ.....seems you have a lot more to learn about the process.

The I-864, Affidavit of Support Under Section 213A of the INA, is for the Adjustment of Status (AOS) not the K-1 Visa.

The I-134, Affidavit of Support, is what you need.

U.S. Embassy in Lebanon Website:

"After you have completed the steps on the Immigrant Visa Process on usvisas.state.gov, including paying the necessary fees and submitting the required immigrant visa application form (DS-260), Affidavit of Support, and supporting documents to the National Visa Center (NVC), they will review your file for completeness. Once your case becomes qualified for an interview, NVC will work with us to schedule an interview appointment for you."

Except it's a DS-160 not DS-260 and nothing for a K1 gets submitted to NVC.   I'm fairly certain the website is not quite accurate

YMMV

I noticed that too. I thought it was an embassy-specific difference.

No......That information is not applicable to K-1 visas at any consulate...

Many things are embassy specific except in regards to technical issues such as application forms

The information on the website of the U.S. Embassy in Lebanon is different from the usual K-1 process. I think that it would be better if you or your fiancé(e) contacted the U.S. Embassy in Lebanon.

Perhaps there are more pertinent information in the regional forum:

https://www.visajourney.com/forums/forum/97-middle-east-and-north-africa/.
