Check with the New Delhi USCIS field office as to their residency requirements for DCF. They will be able to tell you if you meet the requirements or not. If so, filing the I-130 via DCF will likely result in a few month process (and save like $120 by bypassing I-864 initial review at NVC).

I'm a (white) American citizen currently living in North India waiting for my wife's marriage visa myself. I've been here for a year and still have about another 8 months to go. Don't expect the Indian government to give you residency papers easily for DCF, if the embassy still accepts applications. My application for proper visa (that I could get residency paperwork with) was "closed" for literally no reason at all. They just looked at me with lazy eyes and said "apply again" before shooing us out like bugs. It took me about 6 months and 2 international trips to get the proper visa to be here, and my wife and I filed the Chicago lockbox method back in April. They also gave me a bit of trouble with our marriage certificate (tried to write our address wrong to extract some $ from us - pay close attention!). My wife and I are thinking that the police may try to make some drama for us for the future police clearance certificates as well.

 

Living in India is tough but there are positives. Make a weekly trip to FabIndia, find a good Biryani place, go to Phoenix Marketcity and enjoy the industrial strength AC, and marine drive is a dream come true. Juhu also is a nice place to go unwind from the craziness. Take a spa day at the Leela hotel. Don't forget to take a Dubai trip somewhere in there to get some fresh air and retail therapy. Since you'll probably need to be here a while and expenses are low, try to drop some savings into an investment account and let your money grow a little
