Does the NOA from USCIS act as an extension letter?

Hi, all

I am a permanent resident. I let me 10 year green card expire (because I am an idiot). It expired in March. I applied for renewal a few days ago and that seems to have been fine (I have biometric appointment). My question is, will the Notice of Action letter they send act as a year extension? I have read that it is also an extension letter. That is, will I be able to travel with an expired green card and a NOA letter? I am traveling in later July.

I have also read about the I551 stamp. Do I need that? Both?

No. You have to get the I-551 stamp. Call USCIS and make appointment at your local service center.

Thanks. Do you know if they actually issue the stamp at the appointment? I am on a slim timeline.

You are conflating the I-90 process with the I-751 process. 

 

With a ten year unconditional green card, only the card expires, not your status. 

 

Once you have a pending I-90 then you can make an Infopass appointment at your local USCIS field office to obtain an I-551 passport stamp. This would serve as temporary proof of LPR status until you received your new green card.

no, they already answered you, to travel you need the stamp in your passport. so first you apply for the i90

 

then with the confirmation you make an appointment to get the stamp in the passport

 

you can't return to the US without the stamp in your passport

 

plus you can file the i90 online so immediately you can get the confirmation of having filed the i90, 

 

make the infopass appointment, file for the  i90 online, and then get the stamp in the passport. don't leave the country before getting the stamp

I am unable to get an infopass appointment online as they all say no walk-ins or appointments. If I call the NCAS number on Monday, will I get an appointment in the next few weeks do you think? I travel in mid-July.

A 10 year green card is like a US passport. If your US passport expires, it does not mean you are no longer a US citizen. Same thing with a Green card. The only issue is you cannot use an expired one for travel. If you are traveling and don't have the replacement, you will need a passport stamp.
