Can I submit from abroad?

Helllo!

I am married to an Azerbaijani citizen. I have permanent residence in the Republic of Georgia (where we met) and now we are living in Turkey where we both have temporary residence (for more than 6 months). 

Seems like it will be impossible for me to submit a request for his immigrant spouse visa via DCF since I didnt see either Turkey or Georgia on the site of immigration offices abroad. 

My question is: Is it okay for me to reside abroad and file the petition through the Chicago box? My family has a house in the Texas where I visit often- my documents all state this address on them. Can I mail the petition direct from Turkey to Chicago?

Yes you can apply from abroad. 

But you need to make sure you meet financial requirements,  domicile requirements, etc.

If you need to move back to the US for a job, and have legal residency in the country you are living in, you can still file DCF via the consulate if USCIS approves.   Contact the IV section of the consulate.

I understood that there were only a few countries that offer this service (DCF). I do not live in one of those countries listed on the website. Is that not correct?

No there are a few places with USCIS field offices that offer DCF to "anyone".  Those are all closing down.  Any Consulate can accept a DCF under exceptional circumstances.

 

Do some more research.
