Need to read more carefully.   Visa interviews will be at the embassy like normal.  Nothing has changed

YMMV

There's no interview for the I-129F.

There's an interview at the Manila embassy for the K-1 visa.

The Manila USCIS field office is the one closing, not the embassy.

They are still doing visa for fiancé, spousal, Tourist, etc.

They basically just closed down doing a DCF marriage visa, which is a shame

I was staying across the street from the US Embassy in Manila last month off and on for about one month, during the end of my trip I met an American who was waiting for his wife to come Palawan and bring their child he had appointment at the embassy for DCF. We chit chatted for a moment since I don't see many Americans to chat with.

Toward the end of my stay I saw him and his wife and their "child", the child looked 100% Filipino he was a few months old.  I have seen this game played on more than one American where a girl gets pregnant and then accuses an American it is his child. I have had one relative and one friend be accused of getting a chick pregnant in Philippines and they both have vasectomies.

Will the embassy require a DNA test? Or if this guy says and admit the child is his then will the Embassy consider it his legitimate child?

They can require DNA.   The might check a few other things first but they certainly can

I had this happen to a guy I worked with in Qatar. He met a pinay OFW and got married and he eventually moved to the Philippines to be with her after they had a daughter together. He ended up going to Afghanistan like I did for work and they had a "son together" He came out looking 100% Filipino with no part looking white at all. They eventually separated due him sending $30k back to get a house built and literally next to nothing was built when he came back on vacation. The last thing I heard about this was that he was questioning the paternity of the child in Filipino court and she wasn't complying with orders for a DNA test with nothing being done to her at all.

But yes if he is doing CRBA then a DNA test is pretty much required.
