You can choose the country of current residence or country of nationality.  If you want Panama, choose Panama

I've opined before that I don't understand why they even bother to ask. Where NVC sends it is based on where the beneficiary currently resides, not the answer to that question.

Agreed. NVC sends the case to the embassy/consulate serving the beneficiary’s current residence regardless of what one puts in the form.

 

Panama is fine. Just make sure your fiance doesn’t need to fly back to Columbia for police certificate if you are trying to save on flight.
