Mother-in-law wants to visit

Hello all, my fiancee and I just married. She came here on a K-1 and her son on a K-2. We have not filed AOS yet, but are beginning the process. Naturally, we would like her mother to come visit us. She is from Ukraine. Is there any reason to wait on a tourist visa application until our AOS is processed? Or would it be okay for her Mom to apply now for a tourist visa? We would love to have her visit sooner rather than later. She has never been to the US and would like to see where her daughter and grandson are living.

she can file whenever she wants to since it is based on her own merits, she will have to show strong ties to her country and convince the consul that she doesn't have intent to stay

Your wife's AOS doesn't really matter here. Mother in law apply on her own and the decision will be made  based on her own circumstances.

I concur - when she applies (relative to AOS) isn't going to be a factor in the decision to issue the visa or not.
