Bring brother to US

Hello everyone. I am a US citizen and i want to bring my bother here. So I have a few questions.

1- If I put him on waiting list will he be able to come visit while waiting? 

2- Does he apply for tourist visa and once he gets here put him on the waiting list, and if we go this route will he be able to get a work visa while waiting?

He can visit during the very long wait, assuming he is granted a tourist visa.

 

He won’t get a work permit or anything more than a tourist visa during the wait. He can apply for other visas, if he is eligible, during the wait (student visa, etc).

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

He cannot stay or work in the US while being on some "waiting list". If he qualifies for work visa he can try but has nothing to do with siblings visa petition.
