Visa appointment on local holiday

I’m curious. You keep saying it depends on the moon. The moon cycles are always known. Why does this particular holiday depend on the moon?  Can you explain?

Muslim calendar depends on the lunar cycle. Astrology is not use in Senegal for that. A group of people will watch the sky each month and share if the moon was seen or not. There is always polemics about this traditional technique. And we often have an holiday celebrated on different dates depending on the community. For example the Mawlud which will take place on my interview date will be celebrated from 20th to 21th in other countries when it will be from 19th to 20 in Senegal. So the exact date is never known before .
