I would not worry about that, since it is just a mere formality.  Also, your adjudicating office could end up being Vermont. Please read down below. USCIS memo about their change of location explains how now you must send your packet to a Lockbox facility and from there, they will redirect it to an adjudicating facility. So no, do not worry about it, you are fine :)

https://www.uscis.gov/unassigned/filing-location-change-form-i-751

Filing Location Change for Form I-751

On Sept. 10, USCIS changed the filing location for Form I-751, Petition to Remove Conditions on Residence. This form was previously filed at the California and Vermont Service Centers. Now, petitioners must send Form I-751 to a USCIS Lockbox facility. However, the California, Nebraska, Vermont, and Texas Service Centers will be the adjudicating offices. When filing at a Lockbox facility, petitioners have the option to pay the fee with a money order, personal check, cashier’s check, or credit card. Please follow the Where to File and Filing Fee directions on the I-751 webpage.

As nintendoswitch, said  there's been a change of location. But not only that, USCIS has  also updated its policy guidance regarding Requests for Evidence and Notice of Intent to Deny. The new rules are effective from 9/11. Please read the link down below for further information.

"The policy implemented in this guidance restores to the adjudicator full discretion to deny applications, petitions, and requests without first issuing an RFE or a NOID, when appropriate. This policy is intended to discourage frivolous or substantially incomplete filings used as “placeholder” filings and encourage applicants, petitioners, and requestors to be diligent in collecting and submitting required evidence."

Will this mean there will be delay getting NOA1? As for Vermont Center time frame was usually between 1-2 weeks?

Yeah, sign it like you would sign a regular letter. It won't hurt :) Don't stress out, just be very thorough  and double check and you will fine. But DO NOT FORGET to sign your form, since that is a cause for rejection. Good luck!

So quick update, check was cashed by USCIS very early this morning, so I suspect we'll be getting our NOA in the mail this week.

Will keep you all posted!

Just as a note, the Texas Center took almost a week to cash the check.  I'll be curious to see when the NOA is dated.
