Does an International Dating Site qualify as MBRA?

Is anyone here familiar with VictoriaBrides?  I queried them as to whether or not they qualify as an International Marriage Broker.  The reply was that they are an International Dating Service.  Is that a difference without a distinction?  I have to purchase credits in order to send mail, or gifts.  For a given number of credits I can request a meeting with the woman.  I queried them on that.  They will not assist with visas or getting the woman to the US.  The "meeting" is in her city and country..  Don't know if that information helps in the determination of the classification of the website or not.  I would like for her to come to the US on a B-2 visa to visit initially, we both agree that just messaging back and forth on line is no substitute for in person meeting.  For a K-1 visa, we need to meet in person at least once anyway.  The application (I forget which one of the  forms) asks about the IMBRA, which is why I ask.  

Any clarification would be much appreciated.

Also, if anyone has gone through this process, any tips on possible conflicts or things to avoid would be much appreciated.

Since I can't link to other websites, you NEED to google 'Victoria Brides' scam and do some reading before you get your hopes up on meeting one of those women...

Do it on your cell phone. It's not just paying them to talk to the women, it's that the women aren't really who they say they are, etc.

That's what I did and right off it sounds like a scam for desperate people. First off you are not allowed to send the women any type of personal info such as email address, fb accounts, Instagram without the site blocking it out. That right there was a big red flag for me when I was doing just 5 minutes of research about it. Also you can not video chat with the girls at all so how do you know they are who they say they are?
