NVC DS261 Administrative Processing

I just got off the phone with NVC in regards to my sister in law CR1 Spouse Visa.

 

Her husband is the petitioner, he called last week to NVC to process the DS-261 over the phone, as suggested on VJ to receive IV Invoice a few weeks faster. He was told by NVC agent it would take a week to receive an IV invoice to pay visa fee. I just called today, since it's been almost two weeks and no IV fee has opened. Reading other VJ members, some couples have received an IV the next day after calling NVC to process the DS-261 and others not more than a week. The NVC agent on the phone today thought it was strange also, he placed me on hold twice and I was told he would check for me and that he was still trying to figure out why we haven't been invoiced yet. Then he returned back on the phone, and said the case is on Administrative Processing.

 

I'm not sure what that could be, I haven't sent anything yet for my sister in law, her daughter, and the USC husband. Anyone experienced this before? I'm not sure if this is good thing, or not...

September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
