My fiancé is in Philippines right now with a Visa/Passport in hand.  The CFO will not give her a departure certificate even though she's met all document / seminar requirements formally listed.   They are wanting all chat evidence from beginning til now.  All photos from my trip there last year.   They are wanting her parents to attend the counseling even though she's of legal age.  Personally, I think this counselor guy doesn't like me because I've got an immature, lying, backstabbing ex fiancé from Quezon City!   I guess it's time to lawyer up!  So much time effort energy and finances went into this K-1.   Filed in June 2017!  My background / record is squeaky clean!

I assume that you are in Manila. Manila CFO is the toughest bunch of nobody's. Now, She completed the seminar but they will not affix the label to her passport. Right? OR does she have the certificate and just needs the label affixed to her passport?

I guess it's time to go to Cebu or Clark.

They are easier than Manila so why not tell her to go there and quit worrying about Manila.

That's the next plan after her final appointment next week.   I told her she can go there anytime without an appointment but the guy is manipulating her with appointment times.   She'll go to Cebu and attend CFO there if this doesn't happen.  Then fly out of Cebu to here.  Urrrgghhh!

Wow,, I feel for you... somewhat of a similar situation. Wife has been there three times. Although she does not have her visa yet. But we anticipate her approval this month. CR-1 was filled in her married name so she needs her new passport for the interview. No certificate, no passport, no passport no interview. We are hoping to get it figured out in the next week.

How old is she?  How old are you?  I've heard of this before when there is a large age difference.  It still sucks.  Everything is done but they are holding you hostage.

 

She completed the seminar but didn't get a certificate?  My fiancee got a certificate at the end of her seminar last year.  Our interview is scheduled for April 17 and we are hoping for a May 16 POE.  I guess we will wait to see what CFO does with our K-2s!

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

OP was saying something about a vindictive ex, maybe the age difference but I doubt it, my wife and I are 22 years apart and she had no problem at the Manila CFO in December of 2016. Actually my wife still keeps in touch with the lady, she is really helpful. But I was never married before and my wife wasn't either.

She took the class in December and didn’t get a certificate?  That has me stumped. I thought the certificate is issued at the end of the seminar like my fiancée got.

Years ago we had choice of PRISM or St. Marys in Manila area for CFO. PRISM was the one most people reported on VJ of having Nazi like rules, many choose to go to St. Marys which was much easier to get a CFO sticker from.

 

I would explore Cebu CFO, Sounds like you have a Nazi type person in Manila at CFO in Manila.

Just when you think you have TDS eradicate,  a new case shows up.

With a U.S. immigrant visa in her passport they will not allow her to board the plane if the passport is lacking the CFO sticker.   

It isn't the destination that would alert people it is the presence of the visa.
