I'd like to ask you all to share your CFO experiences here whether good or bad.   Is there ever a situation where the CFO would refuse to give a certificate?  On what grounds would they deny?  This is an organization that I genuinely do not like as I think it's a bureaucracy run amuck! 

Give someone ( an organization ) a little power and it goes to their head !

I'm sure there are many examples of previous "Denials"... My husband explained it's a pretty generic, simple process. They ask why your moving, who you're going to (like future spouse or what not).... apparently they will search that person's name right there and look for any previous known "crimes" or what not.....

 

For instance: During his CFO, a woman in her 20s next to him was moving to the US on a K-1 visa also (i think, might have been CR-1).... anyways, she gave them her fiance/spouse's name, they ran it, and in front of the whole group a literal like red light went off and turns out, for all to hear, he had previously some 5-10 years prior been arrested by the Filipino police on suspicion of sleeping with several minor girl (under like 16 years old) while he was an adult (guessing he was older male)... so she kind of learned the bad news right in front of everyone and had had no knowledge of it.... Don't know if she was "Denied" clearance so to say for CFO or if she honestly backed out of it because of finding this information out but yea..

 

MY husband gave my info and it was a "green light".

 

That's not to be alarmed or anything, it is a simple process really.

12/06/2017 - I-485 Approved

Has anyone ever been denied a certificate? Yes. If they believe the relationship is not bona fide, they can do so. It's far from common, though. Be sure to carry all required documentation + relatrionship evidence. The experience isn't as stressful or rigorous as the CO interview.

 

I like the idea of the GCP in general...something to prep the intending immigrant for their new life, and so that they are aware of their rights and avoid being abused. At the same time, the way it's implemented doesn't really do that because it's so watered down.

So one can get arrested in Philippines for sleeping w minor on 'suspicion' only?  Interesting.

I don't know the full extent of if there was charges or just the fact it was on record of him being arrested for that; but thta is how my husband explained what happened.

 

Like @geowrian said, it's a very simple process though. This may have been one of the real rarities so to say. It is in general just to ask you information, check a few things, give the Filipino citizen information about their rights and all when they leave and are in their new home.

Yep happens a lot over there especially to Foreigners(Kanos) who are basically being shaken down for some money by either the girl's family, the police, or both. Usually because some people will hire teenagers as maids and give the money to the family, all the while having them stay at the employer's house and usually going to school as well. Then there may be a dispute over wages and the family may make a false claim in order for the Kano/Foreigner to pay up.

Rose didn't have any issues with her GCP.  They asked questions and she answered them.  She did learn a little about some of the cultural differences and they gave her a pamphlet about domestic abuse.  

 

I think it is sad that they hold you hostage for the stamp but she did learn things from the seminar so the idea itself is not bad.  It is also reasonably priced.  

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

My wife has went three times and is being harassed. Still no certificate. I was previously married. First time she wanted my wife to get 2 different ID's. 2nd time she tried to convince my wife I was lying to her about me having more than one child. Can't remember what was the 3rd reason. We filed September 2017 and approvals from my group have been rolling in. The officer that she is dealing with at CFO, her husband just died and has been out of the office. No telling what she will be like when she returns.

Yes and no. But for CFO she has been keeping her cool and telling the lady this is an all day travel for her and she has been wasting time and money traveling back and forth. In addition if she cancels the DFA appointment again they will charge her 3000. I am confident for next time b/c asawa is telling me that she is not leaving without the certificate.

I've had a similar experience.  My fiancé just said the CFO counselor is a pure #####!!

It may be worth a trip to Cebu.  They know they have the control.  She can't leave without the stamp and they are the only way to get it.  A short vacation to Cebu may solve the attitude problem in Manila.
