Aplying on tourist visa while in immigration process

You can apply but probably will not get a tourist visa issued.  Since you are in immigration process, you have immigration intent.  You can try and maybe get lucky but you can also be stopped at the Port of Entry if CBP decides not to let you in.

Yes you can, I did so successfully. You will need to show that ties to your home country are strong in the meantime. The type of visa you’ve been petitioned for probably makes a difference too, in terms of your risk of abusing a tourist visa (like risk of overstaying with US citizen spouse)

I'm a student and studying in my country. I don't know how strong tie this is, but I think this means a lot

Not spouse. I'm on F1 category(family based visa).

My grandmother petition for us for my unmarried mother and for me as a child of her daughter.

You'll need a letter from your school stating that you are enrolled and expected back to complete your course of study. Proof that you have paid the fees already will probably help (assuming you don't live somewhere with free college). Are you applying for a tourist visa independent of your mother or will you be visiting with her?

 

To be honest I have no idea how a CO will view a risk of overstay in your case. It's partially dependent on your country as well. In any case F1 is not a terribly long waiting time if they refuse you a visa.
