My husband is a Naturalized US Citizen (got him here on a K-1). His twin sister is still in Jamaica, she has 2 children and she is 29 years old. We are trying to figure out what would be the best and quickest way to help her migrate to the US. Any suggestions would be greatly appreciated. Thank you !

Agree just follow the guides and he can petition her,  children and spouses only come into consideration when the priority date is current. Not an issue for the now.

Ok, thank you for responding. When he files the petition I-130, do you think it will be an issue if she applies for a visitors/non-immigrant visa in the mean time?

How old are her children? This may be something else to consider.

Her children are 9 and 7

So  not likely to be an issue for them.

Ok good. He is going to do the I-130 petition for his sister,  he is just going to have to wait the 12-14 years before her petition gets processed.

Before a visa number becomes current but yes.

I always think in these case file and forget about it, see how life develops, a long way away.

It's a 14+ year process. She will be 43 by that time. That's the only way for him to bring her here, unless she won a Greencard lottery, got h1b visa etc.

Certain countries with high immigrant visa applications are excluded. I think Jamaica is one of them.
