It would be helpful if you could complete your timeline and let us know some basic facts - which embassy, ages of the parties, any unusual circumstances in your case, etc.

It can take many months to receive an NOIR. Your case is unfortunately not a priority for USCIS. When was the interview? The NOIR will provide reasons that you will need to address in the form of a rebuttal.

You mention that that you are both suffering from depression. Did you have any issues during your medical examination regarding your mental health?  This is also something you need to address. Or are you not actually suffering from a mental health episode but just upset about your visa situation? You need to be careful when using words such as "depressed" when it comes to immigration.

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Now a US citizen!

You are correct with one stipulation. Immigration visas for spouses of US Citizens do not wait in line for available priority dates. When a permanent resident files the same petition the priority dates do apply.

You have 30 days to send in evidence for a NOIR. I hope your wife called and told them so they can resend the letter. Did she move and not notify USCIS?

If you are the foreigner, the letter is not for you it is for you wife.  You two need to put your heads together but she needs to be the one here asking questions because SHE will be the one to DO anything.
