My wife has been granted a Visa and now I am about to buy the ticket. However, I've had a few money problems and unfortunately I only have money for the Ticket as of now and no money yet for the USCIS Immigrant Fee of $220. Can I still buy a ticket and pay for the Immigrant Visa fee 2 to 3 weeks after my wife comes. I don't want her to be stopped at the port of entry or something or have big problems when shes here. Is it possible to do this. Please help!!! am confused

You probably should call USCIS or the appropriate agency to confirm that.

There is no need to call and confirm, as the actual instructions indicate the fee can be paid before or after entering the USA.

you have to pay another fee for the gc?

It's called a new immigrant fee. It is paid after the visa is issued, and is for the production of the green card.
