I think it is the President who his doing the comparing.  In my view the President is incomparable.

Comparisons are anecdotal.  People caught up in the IRS witch hunt a few years back or those that lost good paying jobs may think Obama is the worst President in recent history.  With all the negative news being piled on Trump by the Left and their press allies, it is understandable he is trying to get the word out on accomplishments.  I guess instead he should just go with the flow and talk about made up narratives.
