Anyone from Vietnam familiar with packet 3.  I am concerned my fiance will not receive packet 3 in the mail due to her location.  She lives in a small residential quarter and I have heard many people say they never even receive packet 3.  Can someone that has been through this process before tell me if it is a problem if she never receives that packet 3?

I'm not from Vietnam, but it might be helpful to you. Is packet 3 the one the petitioner get once the Vietnam US consulate received your petition from NVC? Coz if it is, they won't mail it anyway. They will email the petitioner and you just forward it to your fiance. That's what my fiance did. I didn't receive any postal mail at all. My fiance forwarded me their email with my appointment day of interview and instructions. I'm scheduled next week already.

Good luck.

Hello Im from VN and I received ny pkt3 in the mail 1 week since my case was "ready". In the mail it had: intruction letter (invitation letter), copy of I-129F approval, and a paper of domestic violence.

Where are you at the k1 process? Did you book the interview or the medical exam? You cant have a medical exam nor interview if you dont have an instruction letter. You should send an inquiry email to Us consular, after a few hours they would send you back the instruction letter via email.

We had little problem getting P3.  No P3 was delivered in regular mail. We sent request thru website to consulate to receive P3 via email.  Then we received P3 in email.

Make sure you use the email address that you used in your application.

We have got the NVC case number and now we are waiting for it to be sent to the US Consular in HCM City.  Can we schedule the interview and medical exam now?

No you can't. You have to wait 7 days for NVC to send your case to the US consular then check your case stt, if it is said "ready":

1/ Send an inquiry email to the US consular, ask them to send you an intruction letter via email. Print that letter because you will need it for the interview and medical exam.

https://vn.usembassy.gov/visas/immigrant-visas/immigrant-visa-inquiry-form/

2/ Your fiance needs to fill out the ds160 online form, submit the form and print the first page.

3/ She needs to send her visa application : ds160 first page; 2 pp style photos with her full name, dob, and her singature at the back of the photos; photo of her passport. Send them to US consular.

4/ Creat an account to pay for the visa fee at: http://www.ustraveldocs.com/vn/

6/ Follow their instruction and after you go to the HSBC bank or VN post office to pay for the fee. COme back to her account after 11am of the next day, she will be able to look up the schedule.

6/ After booking the schedule appointment, she can book the immuzination exam and medical exam.

Can we, as a petitioner in the U.S do this for our fiance?  I am going through this in the future as well so I wanted to know in advance.  My Fiance is not computer savvy nor used a computer before so I am afraid that she might struggle a little going through this step.

Yes you can, but you need to know lots of information about her in ds160 form, and the Us consular suggest the beneficiary should click the "submit" button, it's the electronic signature, because she will be the person who has responsibility for all the informations were written in the form.

Ok our case was sent to HCM city in Vietnam and indicates it is "ready"

Can we now fill out the DS-160 and once completed schedule a date for the interview or do we have to wait for Packet 3 and the instruction letter?

I do understand we need the instruction letter to bring to the medical exam and interview, but can we at least set a date before we receive it?

Please follow these step on my website, unfortunately it doesnt have english verison yet, but you can send it to your fiance, she can do it by herself.
You need to send the inquiry email to the Us consular first to get the instruction letter via email, they respond very quickly, after you receive the instruction letter, now you can start filling out ds160 and you have to pay for the fee before looking up the schedule :)

Does both the petitioner & the beneficiary have to fill out the DS160?

By the way, goodluck on your 5/22/17 interview.

The DS160 is to be filled out by the beneficiary but you can help your fiancee fill it out if you wish. You will need her 5-yr work and address history, education history, plus other details so what I would do is go to the DS160 site, fill out a new form with as much info as you can but do not submit it. That way you can get familiar with the types of question they are asking on the DS160.
