same here.  submitted my IV payment on april 12th but no DS 261.  i called NVC yesterday and was told it takes 7 business days so continue to check the website.  sounds like they just say whatever they want; there is no protocol.

after reviewing case, what if NVC ask to submit additional document?  Can we request them that we can provide document at the time of interview? or do we have to wait another 11 weeks.  Still waiting for CC but having this question.

Being able to log in and access your case isn't dependent on the welcome letter although they tend to send out the welcome letter when they've finished entering your stuff into the system.

 

Calling them won't grant you access to the ceac site since they'll always just tell you it takes 6 weeks - it only provides you with means to get your IIN/Case # before the welcome letter, or to review your DS 261 earlier.  They can't assist with unlocking bills which is an automated process in the system.  

 

Just try daily and eventually you'll get in :)

actually they cant help u unlock payments my payments still hasnt been cleared 2 reps sent emails to inform them the reps also stated that it may take up to 6 weeks to respond to the emails.... so its all about waiting waiting and more waiting ....

In case  you're not aware, there are two levels of expedite.  Consulate expedite = you wont wait for the "scheduling week" to get an appt date, but you'll still go through normal processing at NVC.  NVC expedite = The embassy will request your file from NVC and the review of documents that you're currently in will be handled by the embassy instead.  I've received both responses so if you end up with an email response and don't know which it is, feel free to message me.

We've got the doctor letter and the birth cert. Should we just request expedite or specifically ask for 'both nvc and embassy expedite'?

 

Our reasoning is simply that I want to be with my wife and daughter during this tough time. Daughter's not even 2 and going through a surgery. 

I'm not sure if it'll be a good idea writing long text about this besides explaining the situation in 2-3 lines and add the proof documents. What do you recommend?

Yes I have! So on Monday, I just did a usual follow up regarding the status of my case, and come to find out that I will be receiving a checklist (I officially received a checklist last night) regarding my wife birth certificate,  our marriage certificate, and my wife police certificate. When I spoke to the customer service representative, I asked for a supervisor to give me a call back, and also ask to speak to a representative since I was on the phone, but wasn't able to get a hold of one.

"We can't accept your marriage certificate because it doesn't match the DS-260.  It says on the DS-260 Argentina was the place of marriage, and I submitted a Panama Civil Wedding Certificate". I wasn't on the computer at the time to look over the DS-260, but when I got a chance to look over everything, the customer service was 100% wrong, so that got me really upset.  

 

My wife was born in Argentina, but her current residency is in Panama, and we got married in the country of Panama so.  

 

The 3 checklist I received:

  1. Wife birth certificate - "We cannot accept the birth certificate document you sent. You must send us the correct document so we

    can continue to process your case.  To see the guidelines for your document, go to our website at.... I went to the website, googled Argentina birth certificates, and compared to hers.  It's the same thing.  It has all the seals/stamps, and the information from the comments from what they are asking on the NVC website.  I'm assuming I've sent the "short version" I can't confirm because I have not spoken to a supervisor.  

  2. Marriage certificate -  "We cannot accept the marriage certificate document you sent. You must send us the correct document

    so we can continue to process your case."  Not sure why we got this, since it's made it to the NVC, if this wasn't the correct marriage certificate, wouldn't it have been flagged at the USCIS?  But we did a civil wedding in Panama, which the marriage certificate is from.

  3. Police certificate - "We cannot accept the police certificate document you sent. You must send us the correct

    document so we can continue to process your case. To see the guidelines for your document, go to our website..."  When I sent the NVC, I only sent the Panama police certificate as per the NVC website Police certificate requirements because I read it as:  "If you" Are 16 years old or older AND you Have lived in your country of current residence(if different from nationality) for more than 6 months THEN submit a police certificate from Your country of current residence"  That was my reason why I only sent the Panama Police certificate, correct me if I'm wrong.

Did you send the translations for all those documents?

Regarding the police certificate, it is to my understanding that you need both Panama and Argentina's police certificate if she has lived in Argentina more that 6 months at any time in her life.

1. Make sure all they were all translated.

2. If she lived in her birth country until the age of 16 she has to submit it. (Hence she lived there for 16 years)

3. Always send the long versions.

I would suggest you give it some days, you should be able to pull up your case after couple of days. That's what i did in my case. Unfortunately, they are not as fast as they should at NVC.
