You are right he does not own tax dollars but him and his administration can decide on where and if cities,states, or municipalities can receive money from the US Government. Alot of the funds being used are what's called "Discretionary Funding" so it is his discretion not to give it.

No it does not work that way.  The president does not get a drawer full of money to hand local governments that do his bidding

Sorry but the Administration meaning the heads of the Interior, USDA, DOJ all get to decide where their alloted amount of discretionary spending goes, and they all answer to the President. Also this law about them cutting the funding for sanctuary cities is not even a new law. It was put in place LAST YEAR. The DOJ is now following the rule of law so why the uproar? If you are not doing anything bad then don't worry.

No I am sorry, that is why Congress has a budget process.   Congress controls the purse..that is in the constitution.

Discretionary spending in the US Government is not a pile of money the president and his folks get to decide to spend or not.

Not sure but part of the issue Seattle has with the Trump Justice Departments jack booted thuggary is conflicting laws, court rulings, and regulations surrounding holding people indefinitely and without arrest warrants because ICE says that they want someone held. It's not too difficult to listen to the wall of words Trump campaigned with to get to my perception he desires all "Brown" people gone. It's not as simple as the simpleton in chief thinks.

Actually it was the one that Obama's Admin put in place last year and he signed off on. So Sessions is only following the law that is ALREADY in place. 

 

"He desires all brown people gone"? Where in the ever living hell did you pull that from? He never said he wanted "Brown people gone", he said he wanted "ALL CRIMINAL ILLEGALS GONE". He never even said anything about law abiding DACA recipients but people blow ####### up to get headlines and that's a proven fact. Also if he wanted all brown people gone then why did alot of my Hispanic friends vote for him?

You must not know much about Federal budgets at all. Yes Congress controls the purse and the budget. But it goes like this: A department such as the one I work for the Department of Interior sets up a budget of what each agency needs/wants for the upcoming year and what the Department needs as whole to cover everything. The individual agencies in the Department set up a budget for the upcoming year for what it needs/wants for the upcoming year. The Agencies are given a list what programs need what and so on, but there is a budget program in almost every Department and Agency that is set aside for what's known as "Discretionary Spending". This spending is set aside for grants to states, counties, and cities for stuff it wants and/or claims it needs. Yes, there are people that the only job they have are to seek out and apply for those grants in order to get those funds for specific programs that a state/county/city do not want to spend their actual money on. 

 

So the federal funding that DOJ has threatened to shut off as of right now are the federal grant money that these cities apply for and receive. They are not threatening to cut off wholesale federal funding, but the grant money that theses municipalities have come to rely on for budget reasons. So the money that Los Angeles gets from the grants for Law Enforcement would be gone, but the money for medicaid would not be. But the city would still have a budget short fall and it would suffer.

Bull spit.  He spoke about repealing DACA many many times.  In fact most former supporters that I know were most angry that he didn't repeal day 1 like he promised.

Yes I  understand US contract and grant accounting , FASB and GASB.  

Your first flaw is the definition of Federal Discretionary spending:  look it up. 

You have never written or managed a grant or you would understand the process.

 

Additionally..the federal portion of city funding is increasingly small.  Many West Coast cities are saying: Thanks but no thanks,
