Is it ok to travel outside US with just the letter of extension of I751? Thank you

you must always travel with GC to enter the country, so the GC plus the extension letter

LPRs aren't required to show a valid passport when they re-enter, but CBP will still usually ask for one.

 something i learn new every day. I bet this was from the times you could travel to mexico/canada with an ordinary driver's licence.

No. You're good. That's what it's for.

You need your expired GC, extension letter and possibly your passport. Make sure the extension letter has not expired or you will need another one.

Im a little bit confused if ever I will travel outside of US. Others said I might have problems with airlines upon return to the US and at the port of entry. Please enlighten me that expired green card with I-797 NOA and passport documents will be ok during my travel.

It's not something you should be weary of most major airlines are pretty familiar with extension letters and expired green cards now for pending ROC residents. It's highly unlikely you'll encounter problems, and even if you happen to it can be sorted out. Now at U.S port of entry don't lose sleep over it CBP officers know it. The most that can happen is you might be pulled to secondary inspection for further verification but it'll eventually get sorted out quickly and you'll be let go.
