I am in the process of filling out paperwork for my fiance to get his visa. He has a child, who will not be immigrating with him. Do I have to fill out the section about his children?

yes, it doesn't matter if they are coming or not, it is for information purposes if they aren't coming

 

so list any child your fiancé has

I second aleful and say, Yes, you have to list them even if they are not coming to the USA.
