DOES ANYONE KNOW WHAT THE HECK THIS MEANS ****

To me, sounds like your case is actually on someone's desk in review. However, they needed to do more checks (background possibly) and that is why you have not been approved yet. Where did you get this message from? Was it in an email or when you logged in to check your status on the USCIS site? Have you tried contacting the customer service line for more information?

Are you the person who is petitioning for your spouse? If you are then at the NVC stage you have to be able to show that you can financially support your spouse, and that you are domiciled in the USA. So at the I130 stage it doesnt really matter where you are, as long as you are able to prove those things in the NVC stage. Does that help?
