So my fiance had her interview and she passed!!! We are on the last step and that is the CFO Seminar. She has all her requirements and ready to go. But the problem is, the Cebu online registration form keeps showing Server Error. The Manila page shows just fine but not Cebu. It does that for both of us even on different days and times. I checked the status of the site and it says it's up and running. How are we going to register for her class if the site page won't show? Can she register on the phone or in person? We are hoping she can take the class in Cebu because she is there now. It would be a pain to go back to Manila again just for the class.

My fiancé was able to see the form online, but it won't let her change the USC nationality. It was greyed out at Angola. She was able to call them and get it corrected, but this was in Manila. Try calling them in Cebu and see if they can help you. Good luck!

Ok thanks. It seems to work on our phones. One more question, it says that if the first two answers are no then she does not need to take the class. I am not a foreign National or a former Philippine citizen so does this mean that she does not have to attend the class? Does she still go to the CFO office for her visa stamp?

You are a USC... so you ARE a foreign national

That's the part I don't understand. The definition of a foreign national is a person who is not a citizen of the country he or she is residing in. It even says that in the United States, a foreign National simply means a person who is a citizen of any country but the United States. These are definitions given all over online. What am I missing here?

I think CFO just needs to reword that question for that exact reason; it creates too much confusion. I'm pretty sure that question is supposed to ask if the spouse/significant other is from another country. If your fiance were to go to CFO to try and just get the sticker she would be told she needs to go through the seminar first. So therefore you should choose "Yes" for the first question.

That's what I'm thinking. Some of their websites over there are a little confusing on certain things. She already got her email confirmation and set a date. Should we cancel and do it again with the "correct" answer or will we be fine?

Once you set a date you can't cancel and choose another date (another one of their stupid website rules) until that date has already passed. As long as she has her confirmation email and her registration form, she should be fine.

If you did everything as you are NOT a foreign national then your fiancee would be scheduled for PDOS which is the WRONG seminar... your fiancee MUST attend GCP!

Why are you beating a dead horse on this foreign national question? In regards to the Philippines you ARE a foreign national. jeez!!

Did you read this on the CFO website? I hope you got scheduled for GCP and not PDOS....

STEPS

  1. To check whether or not you are required to take the Guidance and Counseling Program, please answer the questions by clicking "Yes" or "No" and choosing from the drop-down list.

  2. Type in your valid e-mail address.

    Note:

If you answered "No" to question 1 and 2, then you do not need to under go the GCP.

Yes, you are a Foreign National because YOU are not a Philippine Citizen. The CFO process is for Filipinos so if you are the one filling it out for your fiance put Philippine Citizen.

The assumption by CFO is that the Filipino is the one who is completing the reservation. So she answers that you are a Foreign National of the Philippines. So with that said I hope that exploration clears it up. The wrong answer puts her in the wrong seminar and a possible delay.
