I previously filed a k1 finace visa . Next moth will maked one year. I asked for an expedite and never received a decision I recently asked for a refund and received this does this mean they refunded me or that they just completed a decision and will mail it to me?

The fee you pay to USCIS is for an adjudication. If your application has been adjudicated, whether that's an approval or denial, you aren't entitled to a refund.

As others have said: Unless it is their mistake, USCIS does not offer refunds.

You're not purchasing anything so there's no refund. You're paying for them to process your application. There's no refund.
