Hi! Im applying for CR-1. We are done with the I 130 and at the NVC stage. Have paid the AOS fee and submitted the DS 261. We havent been invoiced the IV processing fee, have not received our NVC welcome package and the DS 260 isnt available to complete yet. My question is that should we fill out the I 864 and send in the AOS and IV packages. If not..when should we and what is required to be completed so that we could send out those packages? Any guidance with this confusing process would be appreciated! P.S we've read and re read Saylins page about NVC process.

send them as soon as you get the welcome letter and complete the enclosed checklist, prepare everything now

and if you have not already ordered the police clearance certificate, do that now

Ok, we just did our interview in July. Have out visa

What welcome package?

And many things have changed at NVC

you can not fill out the I 864 or the DS 260 until the appropiate fees are invoiced and paid.

after payment of these 2 fees, each will direct you to a site to fill out the forms. Print out the DS 260 and review it and pencil in answers to be ready to go online and actually do it. (It is timed so know your answers)

Just be a little patient and wait for email to say pay invoices.

Maybe in the past they sent a welcome package from NVC but we didn't get one

You do not need to wait for a link to fill out the I864, just google I864 and fill out the form now

You will need to wait to fill out the DS260 when the link becomes available, which will be after your DS261 has been reviewed

I would suggest calling the NVC in a week or so to try to get them to review your DS261 over the phone

Thanks alot for your help! We have the documents for AOS and the IV package pretty much prepared. We'll be completing the I 864 today. I called NVC yesterday and they said it can take 30 days to get the DS 261 cleared so that the IV fee can be invoiced. Thats alot of time! Do you know if applicants from Pakistan need a police certificate? From what I understood on the Islamabads website, they don't. Any idea?

Are you going through the ISB embassy? (If so update your timeline from Armenia to Pakistan)

You can try calling the NVC in about a week to have them review your DS261 over the phone. Once it is reviewed it will take a couple days for your IV fee and DS260 to become available.

Technically no you do not need to provide a pakistan police certificate; however, I did and a few other people I talked to did.

Thanks! I updated my timeline and yes Im going through the Islamabad Embassy. I'll call NVC in a week again. Did they ask you for the Police Certificate or you just gave it to them to be on the safe side? Also did you send a copy or orginal with your IV package or only take the original to the interview with you? Ive been searching for over an hour and can't seem to find a definitive answer to whether i need a police certificate or not so Im very confused.

I sent the PCC proactively- my husband is a police officer so it was no trouble. I asked a couple other people who were approved right before me and they also included the PCC. Only send copies, the originals are presented at the interview. Only the I864 needs a wet signature. I would say to be on the safe side provide the PCC, because you do not want a checklist for something you could have prevented.

NVC now send out a welcome letter once a case number is assigned. It contains the barcoded document cover sheet for the AOS/IV documents package.

The AOS/IV package can be sent as soon as you get the barcode. Waiting until after paying fees is just time wasting.

(If you don't receive a welcome letter you can print the barcode after paying the first fee; AOS)

The DS-260 is not timed. You can take as long as needed to fill it in. You can even partially complete it, save it and go back to it at a later time.

I'm in the exact same boat as you!! I called NVC last night and was able to review my DS-261 over the phone in about 30 seconds. He literally asked me two questions. He said I can expect the IV Fee to be invoiced and I can pay in 7-10 days. So definitely call; this is much faster to review over the phone. Hopefully we'll both be sending in our AOS/IV packages by the end of the month!!!! Yahoooooooo!!!

As I said above, you do not need to wait for the IV fee before sending the package. (Check out my timeline)

Really? Because the NVC rep told me yesterday that I can send in the AOS package but NOT the IV package until the IV fee has been invoiced and marked as PAID. Personally, I have elected to wait and send the packages together since the NVC seems to be notorious for losing everything.

I have no idea why they would tell you that you need to wait - but you definitely don't need to! Edited by CJKylie
