If a person joins a company in a Full Time employment, and would want to quit in a week or two because a better offer comes along the way, what would be the implications? Any legal issues? Would she pay for the drug/background tests that the company conducted? Would it affect the EAD in any way?

No effect on the EAD and, as mentioned, no legal repercussions unless it was in a contract you signed upon accepting the role.

I got the offer July 11th, did drug/medical tests on the 13th, and signed the offer and background/consumer check released. July 15th, the company said all cleared and will be starting on Monday.

Today, the other company I attended interview with just called with a bigger offer, I just do not know how to decide and what the implications are. Thanks.

Yes, put it in writing, and also talk to them, apologetically yet frankly. Leave doors open for the future -- you never know who your next boss will be.
