this morning svetas sister, her husband and child went for visa interview and less then 5 minutes with only few questions ie what her husband did for work, how long then asked about sveta why she live in usa and how long , then io said no visa for you. the paper given stated lack of ties to Ukraine documents. funny thing is sveta's sister had a lot with her but io never asked for any. I spoke to senator cornyn his office rep said they should have asked if had anything to add ie proof of ties to return with that said his office will start asking questions. her sister also noticed during her 30 minutes in embassy getting through the door and waiting to be seen she noticed no one was being approved... this is letter given hope someone can give insite

The form letter they gave them is standard for such a refusal.

There is no requirement to look at any other documentation. Certainly not normal to do so.

The applications alone are normally sufficient.

From a practical perspective with things as they are in Ukraine I can imagine getting a visa to go anywhere is going to be tricky.

OP,

It's always disappointing when the decision is a refusal, sorry.

True, there isn't any requirement for the CO to look at any documentation...for various reasons, but nonetheless disappointingly subjective.

I disagree that the application is normally sufficient...sufficient for those approved perhaps, deficient for those denied I'd surmise.

I don't recall the DS-160 providing the means to input adequate "ties" to their home country...familial relationships, employment, possessions etc.

At the end of the day however, a refusal is a refusal...the CO's decision is final and unchallengeable.

If they had something unusual, then they should have brought it to the attention of the interviewing officer straight away

Slightly intrigued as to what it could be.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

sveta just told me tonight her sister was told that on the app. it was not listed where they would have lived during visit. so I went and checked all 3 apps and it is listed they would be staying at my address I understand the io's are only people that make mistakes but should still be held accountable if I recall that is how the real world is

Why would that be relevant to the decision?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

I have used this example before to show how subjective the tourist visa process is:

My then friend goes to the US Consulate in Almaty and has an interview with a rather young woman to get a tourist visa to come visit me in the US. She is a single female in her 30's with a better than average paying job for Kazakhstan visiting a USC in his 40's. She completes the application and payes the visa fee. She arrives at the Consulate and is told that she is denied for the tourist visa. She waits about two weeks and applies again with the exact same information, but this time she gets a middle aged man who just happens to know where she works. She is approved for the visa. WHY? Or more to the point why not the first time? The next year a tourist visa was easy to get for her.
