Timeline

Having a reception without the actual wedding is definitely the best idea. Then you can get legally married at a court house or something and nobody has to be the wiser. If you simply must get "married" in August because of plans you've already made, then this is absolutely your best plan of action. Happy day to you!

The service center your application is sent to has absolutely nothing to do with where you live so changing your address would be a waste of time and could very possibly raise red flags. Once again, the best advice is to WAIT until after you have a visa in hand to plan a wedding. Otherwise you will end up having to go the CR1 route, which will put you all the way back at square one. I know how difficult this waiting is, but you really have to get the idea of an August wedding out of your mind. You say it's not possible to reschedule, but if it's impossible to have a visa by then, then the sad truth is that you must find a way to reschedule.

Not true. The petitions are routed based on state of residence of the petitioner.

Anyone out there with some anecdotal evidence of a change of address triggering a transfer of service centers? I filed from my home state of Florida, but just moved to New York and requested a change of address. The COA hasn't been approved yet but apparently was "assigned" to someone to process.

Wow! Thanks everyone for your answers.

As rescheduling won't be an option - for several reasons I won't enumerate here - I have some other options up my sleeve:

Option A: Cancel current submission and submit a new 129F with a California address (parents live in California and permanent address is there, PA is temporary) - then maybe routed to CSC and be done in 1 month with USCIS

Option B: Wait for TSC, if not done in time for the wedding, go with visitor visa, have the wedding reception, leave the country, wait for K1 to finalize, then fly on K1 and do a small civil "official" ceremony, then AOS and everything else

Option C: Cancel 129F, then more than 61 days before the wedding go with visitor visa, then apply for AOS from B2

Option D: Any other ideas out there?

Do B. That seems the least complicated and legal.

And assuming there are no more hiccups with my application (knock on wood), the time between our NOA1 and the visa issued will be almost exactly 11 months.

Both FL and NY are in the TSC "zone" so it would not trigger a transfer for you in that case.

Will leave current PA address in May 2015, so will have to do COA then anyway for the California address. If there's no NOA2 until May, will keep you posted if that would trigger a service center change too.

Good to know, thanks! I wasn't sure if it might be sent to Vermont... which leads me to another point which is that Vermont seems to be behind even Texas. It's not included in that map either. Am I missing something? I see on their processing times page that they handle the I129F.

Technically no Service Centers process K-1 Visas. Only I-129F petitions, as far as we're concerned. The actual K-1 Visa is processed at US Consulates abroad.

Oh ok, thanks for your response. Yeah it's strange because they're currently listed as processing May 5, 2014 i129f's as of November 30, 2014.
