Yes, they should. If I see a car driving in the dark without the lights on (happens more frequently than I like), I flash my headlights to try to get them to notice that. Works most of the time. One could argue that I am depriving cops of potential ticket revenue by doing that. I'd argue that I contribute to making the roads safer for everyone.

I agree! And the question is, who gets the revenue? Do the cops individually get the revenue or do it go to the department or the city? To me if it goes directly to the cop writing the ticket, they are sales associates working off of commission more than being cops.
