Ok. I called USCIS to verify my case again. The IO have wrong information, since I am LPR, we have to wait until my PD is current, probably one year and slightly more.

So, I have decided that I apply for citizenship. While I submit my application and wait on the process to finalized:-

1. Should she extent her B2 tourist visa for another 6 month? or

2. She leaves at the end of her I-94, and come back here and wait?

1. You can apply. However, it would be frivolous because you are abusing the B-2 for her to live here.

2. She can not come back and wait here. That is not what the B-2 is for.

She is on Home School program. She has no one to take care of her. Her caregiver has multiple illnesses and her dad remarried. She needs to bond with me.

Which can you not visit her?

I have two jobs and going to school.

Where are you in your citizenship process ? If you filed back last you have you been scheduled for testing and interview.

I am at a roadblock, which lead me to different path. I am just starting to assembly my documents.

If you haven't started the process you could be over a year away from citizenship. During that time she would be out of status and in the worse case you could be guilty of harboring an out of status alien ( they look at you closely for citizenship ) The best would be to send her back home somehow for a about 6 months and then have her come back again

This will not be over quickly. You will not enjoy this.

When I get my naturalization certificate, what is my next step of action? My daughter really wants to stay with me here.

She is at my country.

The only legitimate way is for her to go through Consular Processing outside the US.

If she were in the US (e.g. if she had stayed in the US), she could do Adjustment of Status now, but there is no visa with which she can reasonably use to enter the US now with intention to do Adjustment of Status while here. Most nonimmigrant visas, including visitor visas, require that the person not intend to do AOS when they enter.
