How did she get though a special background check for an internship in Russia but not get through one for the US? This is done by the Azerbaijan government?

Yes, it is done by Azerbaijan gorvernment. by Ministry of foreign affairs. In russian's case it was different as MFA actually has a program that she qualified for and that's how she studied in Russia.

She is still pending check in MFA. She never heard back. She was supposed to hear back in December 2013.

Ugh. She applied to do inernship in Azerbaijan office of United Nations in New york. They accepted her. But MFA never responded on her check:(UUUGGH. That might be the reason? They don't have any kind of communcaition in MFA:( I HATE THAT COUTNRY SO BAD:( UGH:(

If the CO thought they failed to prove a bona fide relationship, would that be categorized as 'other' on the denial letter? Would the denial letter state that?

What could be the things that fall under the 'other' category? I'm trying to google that, but can't find anything.

Different embassies check different boxes for the same thing, which is confusing.

OP: I don't think the failed background check is the reason, just trying to go over any past history with the US and US visas. She had an interview with the US gov, so I don't think a failed (non-bribed) Azerbaijan check will mean much.

When did she apply for the internship? Did she ever apply for the US visa for it?

Did she start talking to you around the same time her time in Russia was done? Who found who first?

She already graduated and got her diploma with excelence. Not an option.

Not sure about Other. I know 221g is usually when docs are needed.

She applied for internship sometimes in October, november. can't tell you for sure. 2013. No, she did not apply for the US visa.

No, WE started talking when she graduated fir first 4 years of degree. So she applied for Master's degree and spent 2 more years there. and I found her.

I am not an expert, it's just my thought - in your case it would be better for you to have your wedding in Azerbaijan, in front of all her and possibly your family - you might bring your Mom and step Dad to your wedding as well. That will look better for the future spouse visa interview.

I was talking about actually registration, not wedding. Wedding is already being planned:) Flying there on September 10th:)

It doesn't matter. Also, the K3 is obsolete, the visa that would be sought is a CR-1.
