Yes, meeting in Cambodia will fulfill the requirements of meeting face to face within the 2 years. However, you might take a look in the section her on VJ for Pakistan embassy so you have an idea of what the process is like and what types of evidence of bonified relationship, AP, and approval issues so you an idea about your embassy specifically (as it is one of the more difficult ones).

What u think if i can get marry her at cambodia ?

I would imagine you could.

Well if you get married in Cambodia then she would need to file for you as a spouse. But (and that is a big one) there have been many cases that the Islamabad embassy have rejected the visa. As mentioned above by many VJ members. Islamabad embassy is one of the toughest ones out there. They reject visas or put them in AP for a very long time for interfaith marriages or internet relationships.

Marry her in Cambodia ?

Or apply for Fiance from here after meeting with her ?

Your case is very simple: you have to meet somewhere, for a longish period of time. It doesn't matter if you visit her in the US, if she visits you in Pakistan, if you visit Cambodia together, or any other place, as long as you are both together in the same place. And it needs to be more than one or two weeks, more like a month. Even better would be more than one visit of a month each.

After that, and if you truly are in love and you truly want to live together in the US, then you can think about filing. Feel free to come back here then and ask questions about which visa might be best for you.

For now, focus on spending time together, in person.

Meeting each other is one thing but for Pakistan like so many others you meeting his family is vital to show a bona fide relationship.

It's very very unusual to be engaged (I know they do a big ceremony in Pakistan for that) or even marry without you even meeting the family first. That there is a big red flag.

Look in the countries forum and read and ask around.
