I live in the UK and I've recently married a USC.

I'm applying for a K3/K4 VISA at the moment, and the father of my child, with whom I have shared parental responsibility for a long time, through mutual agreement not a court judgement, thinks he can prevent this because he will not provide consent.

Is his consent required for my daughters K4?

Yes consent is required. And K-3's aren't available anymore, for the most part. You should focus on the CR-1 path. Any and all paths require parental consent for a minor.

I'd hope the USC filed a I-130 for the child as well given how highly unlikely obtaining K-4 path is...

Me too.

OP if your USC spouse has not filed an I-130 for the child, please make sure they do so. If the NVC closes the K3/K4 path to you, the child will not be able to move without an approved I-130 and proceeding on the IR2/CR2 path.
