As the title explains I have a girlfriend of Iraqi origin who lives in Germany. She has never traveled to the US before and I am admittedly uncertain how the Visa system works.

She still has an Iraqi passport but she has been in Germany for most of her life. Is there some kind of restriction on visitors from countries such as Iraq?

Would it be too risky to buy the ticket before she receives a Visa? Obviously ticket prices will go up in the near future and therefore I'd like to buy the ticket as soon as possible.

Any and all information would be very welcome.

Is there any reason she not shift to German Citizenship ? I'd chase that down, before anything else.

Do not buy the ticket before the visa is in hand.

She may apply, do it soonish, and she needs strong ties to Germany or Iraq

There is no restriction. She applies for a US tourist visa at her local US consulate/embassy in Germany. Instructions are on the consulate webpage.
