Just want to clarify leaving US after sending I-130

Our plans have changed as of this morning. Originally, I was gonna file from Uganda and stay there the whole time. Now, I am in the US, and the plan was to stay for the whole process. Last night we decided I would stay long enough to save up money (January we hope), to cover the whole cost of immigration, including plane tickets, and then move back to Uganda to wait out the rest of the process.

My question is, if I file from Texas, will I be able to do the rest of the process from Uganda, such as my interview and any appointments they might request me to attend? And will we be able to send in the other packages through my mom here in Texas, even if we are both living in Uganda? I hope that was clear...kinda disorganized right now as things are changing every second! Any advice, experience is welcome!

No, if USCIS were to call you for an interview (rare, but not an impossibility), then you would have to appear at the place they tell you to.

September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)

I-130 1st i-797(NOA-1): 12 November 2013, Vermont (Dis-)Service Center (1 day in transit)

I-130 2nd i-797(NOA-2): 30 May 2014, Vermont (Total Dis-)Service Center (199 days in USCIS hell)

I-30 Received at NVC: 11 June 2014 (11 days in transit)

What stages can this happen at? Could she go there after getting her NOA2?

A file can be pegged to have the petitioner interviewed at any time after it is submitted but before a decision is made. It wouldn't be possible to go there "after getting an NOA2" because there would be no NOA2 at that point.

Usually, it happens between NOA-1 and NOA-2.

Your petition will go faster if you file from Uganda without any US addresses.

Might help to make sure and keep your address updated with USCIS (US/Uganda). Seems unlikely they would schedule any appt for you far away from your registered address, actually seems like they would schedule an appt at the location nearest your address.

Local offices have a habit of scheduling petitioner interviews randomly. This only happens at local offices and doesn't happen if the USC is not residing in the USA but only if they did not send the I-130 from the USA. The USCIS actually won't let you update your address to a foreign address for some stupid reason, so it's best if they don't think you live in the USA at the time of the filing if the USC plans to not be in the USA.

Okay great info you guys. Just one more question: since we do not have a consulate/embassy in Uganda that accepts immigrant visas, is it possible for me to file it from there? The embassy that handles our stuff is Nairobi, Kenya's. Thanks for all the quick and clear responses. You guys rock my socks.

You can send your file to the lockbox from Uganda; you cannot file at the Embassy in Nairobi.
