do i need to notarized the tourist visa letter that i will send for my brother?

Essentially -

1. A visa applicant can bring an invitation letter to support the application.

2. The letter does not guarantee visa issuance because the applicant must qualify for the visitor visa according to his circumstances, not on the assurance of any American sponsor.

Based on point 2, your letter was not the tipping point that got visitor visas for your parents. They qualified according to their circumstances and not any assurance you gave in your letter.

However, please understand that this cannot guarantee visa issuance; visa applicants must qualify for the visa according to their own circumstances, not on the basis of an American sponsor's assurance.

You forgot to read this section or coveniently choose to overlook it.

Concept of statistical substantive - does not get a visa.

In the city I live in we built two additional fire houses and we had a 20% increase in the number of fires the next year. See the correlation?

I understand that you WANT and NEED your letter to be of some value in the B2 visa process but it had NO value at all. My point is (since you seem to not understand it) is that there was zero correlation between your letter and the visa approval. Under your theory if we tore down all the firehouses in my city we would have no fires. It does not work that way and linking to activities (letter and visa approval) together does nothing but mis-inform people and in certain circumstances HURT there chance of getting a B2 visa.

Colloquially it seems some Consulates expect to see them in some cases.

But it is unusual for a Consulate to be that interested in why someone wants to come, they are more interested in why they would leave.

Well lets say you write a letter saying that you will financially support your retired widowed only child mother while she come to visit her only daughter for six month to help her care for her new baby. Your letter just gave the embassy grounds for denial. They are of no positive value and can be harmful.
