CFO Certificate Earned in Cebu...Can We Get Sticker in Manila or Angeles City?

My spouse completed her CFO class and got her certificate in Cebu a few months back. We will be meeting in Manila for her interview, hopefully soon. Once she is done with her embassy interview we will be going to Angeles City to complete some dental work at my dentist there. Can my wife get her CFO sticker in Manila or Angeles City or do we have to go back to Cebu to get the sticker? I am thinking of having her VISA sent to a local 2Go shop in Angeles City so we can both complete our dental work while we wait the 3 of 4 days for the delivery of her visa? It would be great if we could get the CFO sticker placed on her passport in Angeles City also. This way when we go to Cebu to pack up her things and move her out of her dorm we can spend more time with her family and friends saying our goodbyes, etc... Does anyone know if this is possible?

You should be able to take the certificate to the Manila office and get the sticker. I think there are only CFO offices in Manila and Cebu.
